Hi Yolanda, Our state party bylaws do reference membership for those not legally able to register to vote: http://www.cagreens.org/bylaws/2016-07-03#Article_3._Membership I'm sure the list and Facebook moderators can make an exception in this instance per that, and we can review the questionnaires that are keeping people out. Yolanda appears to have interpreted this text on the GPCA Forum mailing list to require that a person be a registered Green. "The gpca-forum is open to GPCA members only." That message is, I presume, directed not at folks who can't register as a Green Party member, but at folks who are eligible to register, but are not members of the GPCA. Perhaps a clarification referencing the rule Sanda E. quotes should be added? Also, and I think this is a critical point, given recent entrants and the undue emphasis on "County Councils" (an structural artifact foisted on us by the state), in every way other than that legally mandated by law, folks who can't register Green (such as minors, felons who've lost their voting privileges, residents both legal and undocumented) are equally eligible to participate and lead. Historically, we've enshrined this, in many counties, by explicitly stating in bylaws that the county Green Party Assembly (meeting of the whole) is the supreme authority on all matters Green, and that the County Council exists only as a formality and only has those powers affirmatively granted and/or delegated to it by the GA. I mention this, because the emphasis on County Councils results in the explicit exclusion of non-registered voters from positions of leadership and influence due to state law. Here's our relevant Santa Cruz County bylaws: A.2. [...] The Green Assembly shall be the policy setting body for the Green Party in Santa Cruz County, and has control of all actions taken in the name of the Green Party of Santa Cruz County A.4. Membership Exceptions: a) Any person not registered as a member of the Green Party that resides in Santa Cruz County shall be eligible and welcome to attend these meetings, and shall be considered a voting member of the Green Assembly, if all of the following applies to her/him: 1) She/He has attended at least two previous meetings of the Green Assembly within the last six months. 2) She/He shows a commitment to the Ten Key Values of the Greens (USA). 3) If she/he is not registered to vote in any other political party and has no voting privileges in any other political party, and any one of the following apply: • She/He is not a legal citizen of the United States. • She/He is under 18 years of age but over 12. • She/He is a paroled convicted felon of a non-violent crime. b) Any or all of the above exceptions are void when in violation of State or local law. This is the sole benefit of being on the County Council: A.6. Members of the County Council of the Green Party of Santa Cruz County shall be considered voting members of the Green Assembly regardless of previous Green Assembly meeting attendance. I apologize for not sharing the rule I was quoting. Article 3. Membership (as last amended 1/18/2013) Section 3-1 Members GPCA members are those who are legally registered to vote in California as members of the Green Party. County Organizations may also extend GPCA membership to county residents who are not otherwise eligible to register to vote in California, but who affirm in writing the Ten Key Values and the GPCA's purpose, and meet other criteria established by the GPCA and/or the county organization. For such membership to be valid within the parameters defined in these bylaws, the County Organization must forward minutes to the Coordinating Committee of the meeting at which such membership was extended. If we have weird bureaucratic rules that prevent undocumented Green volunteers from being on our email lists we need to amend those absurd rules immediately. Until any such rules can be amended.. we need to show flexibility and bend those rules.. It is absolutely unacceptable to bar anyone from participation on our lists just because they are legally unable to register to vote. I will elevate to Bylaws for our next call to discuss. To be clear it is for the inclusion of disenfranchised people to participate in forums? Thomas, Butte has similar language to include the legally disenfranchised. We have a mechanism for including them on decision making. The council is very important to getting stuff done in Butte. To be comprehensive, I would recommend making this bylaws change universal such that anyone who has been recognized as a member by their county council, by consensus/vote at a General Assembly, or by the Coordinating Committee, should be recognize as a member of the Green Party. We should also relax the criteria, so that the counties, GA, or CC, decide why they are recognizing an undocumented or disenfranchised person as a member – for example because of their volunteer work for the Party (instead of having convoluted bureaucratic pretzel-like rules about it). Eric, Are there strict criteria or bureaucratic rules I'm missing? I agree that multiple venues for recognition are essential given the existence of inactive counties, but at least at the active county level, the process seems pretty cut and dried and unbureaucratic. No idea how someone would go about it if there was no county level party. I've never seen this as a decision, per se... someone who wants to join, and meets the criteria, is automatically a member. The only time the state would ever need to be notified is if someone unregistered were to want to engage with it, such as by being a GA delegate or serving on a committee or work group, and it seems reasonable for the local (if active) to vouch for their status as a member in that case. The only time the state would ever need to be notified is if someone unregistered were to want to engage with it, such as by being a GA delegate or serving on a committee or work group, and it seems reasonable for the local (if active) to vouch for their status as a member in that case. We need a procedure whereby parties interested in being an active part of the GPCA can become "members", even in the absence of a functioning local county Green Party. This should be as simple as affirming agreement to the principles and values of the party as a part of joining a general interest GPCA email list like "forum". Note that, even in Santa Cruz, the bylaws don't permit universal membership; if you're under 12, or are a felon in prison, or a felon on parole for a violent crime, you're not eligible as per our county bylaws. I don't think we need to ask people to undergo background checks online, but we should make requirements of that sort (if we choose to impose them) clear for state level applicants. ... and we're off on a tangent again.
