Again, I wish I had the exact language of the bylaws change that we approved (I looked at the minutes from the GM and the exact language is not there).
Here's a go at it:
Quorum for working group decision-making shall be three, unless a working group specifically applies to the County Council and the General Membership for a different quorum, and the County Council and General Membership approve.
I will not be here for the June Rules meeting either (but I'll be back for the Haight Ashbury Festival).

I think we can take care of business online. One thing we tried to do
last month was change WG quorum (for all decision making) to 3. There
were concerns at the CC that some WG, e.g. GROW, need lower quorum.
There was a suggestion that we word it in such a way that the default
is 3, but could be set lower by the GM for particular WGs. Of course,
every WG chair can currently pretty much change meeting dates
unilaterally--is this something we want to preserve for the sake of
flexibility?
(the other bylaw change, re the GM quorum, passed 1st reading, so
we just have to remember to bring it up again this month)
