All- a proposal for next plenary:

Thanks to Assemblyman Chuck DeVore, an initiative is being circulated to overturn California's ban on new nuclear power reactors, and is wholeheartedly supported by the state Republican Party.  No new facilities can currently be considered for the state  until California agrees to a plan to deal with the wastes.  See details and news article below.

This initiative would take away those rights and require California to go along with any waste plan approved by the US government.

This needs to be considered at the NEXT PLENARY.  I would like to see a CONSENT CALENDAR resolution put forward, such as:

GPCA platform continues to oppose nuclear power to produce electric energy. GPCA opposes the DeVore initiative,which would overturn California's state ban on new nuclear facilities and end our protection from this costly, dangerous and unnecessary technology.

We are especially concerned that proponents of nuclear power are trying to characterize nuclear as "green energy" that can address Global Warming.   Greens know the difference:

SAFETY-Green Energy does not endanger the public by threats of cataclysmic accidents.
ENVIRONMENT- It does not leave behind long-lived, dangerous wastes that can, themselves, be used as weapons.
RENEWABLE- It uses renewable and cyclically available energy, such as wind, solar, tidal and small hydro. No mines, no drills.
SECURITY- It is decentralized and not as susceptible to regional outages from accident or attack.

   We definitely need to address this in Green Issues, and  I will try to make the next teleconference to discuss it.  Is the teleconference the last Sunday or the 4th Sunday?  There are 5 Sundays in September, so 23rd and 30th which one?   Let me know when it is, and I will call in, possibly late, since I usually work Sundays and don't get home until almost 8.

The DeVore initiative is now being circulated for signatures to
qualify for the June 2008 ballot. It would repeal the landmark 1976
California Nuclear Safeguards Act that prevented the building of new
nuclear power plants until such time as there is a repository for the
safe and permanent disposal of high level nuclear waste.

The California Republican Party voted unanimously on Sunday (9/9/07)
to support the initiative. They're calling it the "California Energy
Independence and Zero Carbon Dioxide Emission Electrical Generation
Act of 2008." That makes those of us who oppose it appear to be "for
energy dependence and carbon emissions"? This isn't just an echo of
the past, its a new ballgame and recent polling shows Californians
split on the issue - but favoring nuclear power.

The full text (accessible from the Sec. or State's website below) is
full of misinformation written by DeVore. The ballot title and summary
are neutral, having been edited for neutrality for the ballot by
Attorney General Jerry Brown.

where the nuclear power plant would discharge into navigable rivers.
Summary of estimate by Legislative Analyst and Director of Finance of
fiscal impact on state and local government: Potential, unknown state
and local administrative costs, largely paid for by fees, for review
of new power plant applications and for regulatory enforcement and
emergency planning related to new power plant construction and
operation. Potential, unknown financial exposure to the state in the
long term, potentially in the millions of dollars in environmental
cleanup costs at each new nuclear power plant site, and potentially in
the billions of dollars in the event of a major radioactive release.
Potential, unknown increase in state and local revenues in the long
term, to the extent the measure generates new investment in the state
in the nuclear power industry that is not fully offset by decreased

California Republican Party Unanimously Supports Nuclear Power

INDIAN WELLS, Calif.--(BUSINESS WIRE)--In a unanimous Sunday morning vote, hundreds of members of the California Republican Party agreed to work to end the state?s 31-year ban on the construction of new nuclear power plants. The official vote was taken at the California Republican Party?s semiannual convention which featured appearances by presidential candidate U.S. Senator John McCain, California Governor Arnold Schwarzenegger, and the governors of Texas, Florida, Utah, and Minnesota.
 
The pro-nuclear power resolution, authored by California State Assemblyman Chuck DeVore (R-Irvine), was unanimously approved the day before by the state Party?s Initiatives Committee. The resolution places the full weight of the party of more than 5.3 million voters behind a ballot initiative to overturn California?s obsolete ban on the construction of new, safe, clean, and reliable nuclear power plants. The initiative is known as the California Energy Independence and Zero Carbon Dioxide Emission Electrical Generation Act of 2008.
The formal ballot title of the initiative was assigned last week by the Attorney General: ?Nuclear Energy. Removal of Prohibitions on the Construction of Nuclear Power Plants.?
Assemblyman DeVore and his group, Power For California, are now gathering the 433,971 signatures needed to place the initiative on the June 2008 ballot.
 
After the vote Mr. DeVore said, ?I?m delighted with the unanimous support of the California Republican Party in favor of building modern nuclear power plants. The only way we can meet California?s ambitious mandate to reduce global greenhouse gas emissions by 25 percent in 13 years is if we allow the construction of new nuclear power plants.?
 
A recent opinion poll in California showed likely voters to be in favor of building nuclear power plants to meet California?s growing energy needs by a margin of 52 percent to 42 percent.
Hot temperatures last week strained the California power grid, causing a Stage One Emergency Alert as well as several major power outages.
 
?Our own power was out for about 11 hours at our home on Labor Day,? DeVore remarked, ?It was 103 outside and miserable inside. This was a powerful reminder that reliable, affordable, and clean electricity is a basic necessity of modern life.?
 
California State Assemblyman Chuck DeVore represents about 450,000 people in coastal Orange County. He recently retired as a lieutenant colonel in the Army National Guard. He was an aerospace and defense executive before being elected in 2004.
