I think that we discussed adding a few folks to fill out the delegation. Do we recall who was a delegate and who is an alternate on our current list? The 8 delegates of our 9 person delegation (w/additional alternates) that are confirmed to go are: Susan King, Barry Hermanson, June Brashares, Mark Barnes, Marc Salomon, Pierre Fraysee, Erika McDonald, Bruce Wolfe, and Christina and Ross- both of whom are not going and need to be replaced. Potential adds are: Charlene Smythe Micheas Herman Don Eichelberger and, if she is interested, Sue Vaughan (her name came up as a possible since the delegations has more guys than gals, but I do not know if she is interested). This is business we need to take up tomorrow night at our CC meeting (moved up from next week to accommodate holidays). The delegation met this past Saturday to review the proposals. Here are my short notes: The Election Code Proposal: calls for a change in the way CC elections are conducted. Currently, voters can select 9 candidates for 9 County Council seats. A last minute addition to the proposed new code would call for Limited Voting, meaning voters would chose less than half of the available seats. This is supposed to be a form of Proportional Representation that prevents a Majority Block from winning all the seats in an election by ensuring that candidates with less support have a fair chance at getting elected. The SF delegation is opposed to this for many reasons, including that it is an EXPERIMENT, not tested, and it could result in inconclusive election results. Fair Wage Initiative: Barry Hermanson has spearheaded efforts for a statewide Min Wage campaign. There are two options- one calls for $8.75 per hour, the other 7.75 per hour. Polling shows that the lower amount will pass fairly easily. Ideally, we want to push for the higher amount, but the campaign will be much harder to win. We need a broader base of support than the campaign currently has to prevail for the higher amount. The Green Party's position will be debated this Saturday. Campaign Coordinator hire: This is an ongoing position from 2004. Proposal calls for $8,000 for an 8 month period in 2006 to coordinate Green Party's election activities. SF delegation supports this but wants to empower/require the CA Green Party Coordinating Committee to oversee the hire and supervision of this staff and implement Conflict of Interest policies for the hire. Affiliation Agreement: Currently the GPCA participates on the GPUS at all levels of decision making, but the Affiliation Agreement is in question. This proposal creates an agreement with the national party and stipulates that no decision by the national party, including the selection of a presidential nominee is binding in CA. The SF Delegation felt that this is leftover from the 2004 elections, where the majority of CA's delegation did not support the presidential nominee. The SF delegation wants CA to be a part of the national party (indeed we are), but does not agree to the terms laid out in this proposal. Voting Threshold/Bylaws Amendment: This proposal would reduce the voting threshold from 80% to 66%. Currently there are different thresholds for business and policy decisions. We have had instances where the debate revolves around what kind of decision it is to determine what threshold to use (80%-4/5 or 66%- 2/3). The SF Delegation suggested that a uniform threshold would be good because it removes the discrepancy between types of decisions, but that 66% was too low. We suggest a compromise of 75%, with 80% remaining for Bylaws Amendments. Abstentions/Bylaws Amendment: This is the quirk similar to SF's- if 20% of the total vote abstains, the vote fails. SF Delegation was split on removing this or not. Currently, a motion fails if 20% vote no or 20% abstain, so there is not much difference in the opposition. Abstentions, which should be used to indicate ambivelance on a vote can be mis used to thwart a vote, which is why I personally would like to see the Abstention provision removed from both the CA and SF Bylaws (my personal opinion only). peace, susan
