A bad thing, because it gives a (false?) hope that the US of A can continue with its fuel consumptive habits, ad infinitum. One common lesson I have seen seems to be that, with the globalization of any technology aimed at extending the American Dream lifestyle, no matter how benign when used locally, there are usually drawbacks and unintended consequences.
