Dairy farmers, fishermen, and residents from Sonoma County, San Francisco, and Alameda County worked together to defeat the plant in 1964 before PG&E completed construction. Opponents to Diablo Canyon Nuclear Power Plant worked to stop the plant by testifying before regulatory agencies in the 1960s and 1970s. The formation of the Abalone Alliance in 1977 provided a new form of protest involving non-violent civil disobedience.
