Dear Senator Speier: It is amazing to me that you are sponsoring a bill that would permit disabled individuals to park on sidewalks. The Mayor's Office on Disability here in San Francisco has a short video of a seeing-impaired man walking down a sidewalk with a white cain. The man demonstrates for us the dangers of vehicles parked on sidewalks for those who are blind -- even when they are using cains. The man explains that his cain sweeps under the bumper of the car, not detecting an obstacle at all, and then he proceeds to walk into the car. He says he has had to have his knee drained several times because of injuries sustained from walking into cars. It seems to me that such a bill would be a blatant violation of the ADA, as well. If disabled people need cars and need to park near their homes, then surely some means can be devised whereby there are on-street handicapped parking spaces.
