[Transpo] SPUR on the streets bond

I need to correct a misstatement I made earlier. SPUR is neutral on the streets bond, not opposed. The ballot analysis committee voted 10 to 1 against, but the SPUR board did not achieve the 60% majority it needs to take an action, so they're neutral. Dave
