Can you point to where in the plan this is addressed? I thought I looked through the Market Street part of the plan fairly well, but missed this. I wouldn't support this unless there's no alternative, since I think Upper Market is the major route for cars from west of Twin Peaks: if they couldn't turn right, most would continue to drive downtown until they hit 10th St or 8th St (and then turn right at those corners). A better strategy would be to get them all to turn down Duboce (closing Market Street to cars past this turnoff), or create special signals at the turn (e.g., separate red and green lights for bikes and cars, and no turn on red).
