Regarding the Hermosa beach driveway blocking permits, they're slightly more expensive ($38 vs $35 per year) than the regular permit (and you presumably need to buy both, since the driveway one is a hanger and the regular one is a sticker). Can anybody point me to the name or code for the state law that caps the cost of normal residential permits at the cost of operating the program? I'm having no luck googling for it.
