[Transpo] Recurrent Energy contract passed the Board.

The Recurrent Energy contract, for corporate solar on the Sunset Reservoir, just passed at the Board. Mar, Chu, Elsbernd, Dufty, Maxwell, Alioto-Pier in favor. Daly, Mirkarimi, Campos, Avalos, Chiu, against. Ross spoke very well for public power, but Eric's angry defection was really disheartening. I didn't hear David Chiu explain his no vote, though of course, I appreciated it.
