Here's another thing to consider at tomorrow's meeting. I'll post a proposed agenda on the website soon. JMC ----- Forwarded message from Save Golden Gate Park! <ndmedia(a)ispwest.com> ----- Susan and John-Marc, The "MLK Coalition" is going forward with discussions about possible legislation to protect the Music Concourse, but there is no direct action planning coming forth from this thinly spread group of activists. As a lead plaintiff in the CEQA/Prop J suit against the Concourse Authority and the Music Concourse Community Partnership, and as a member of the Transportation Working Group, I feel that there is an urgent need for a CALL to ACTION to greens especially to compel the Board of Supervisors and Mayor Newsom to act now and implement hearings for the Pedestrian Oasis and a Surface Circulation Plan which serves us. Toward this end, I would like to propose a TWG/SFGP Anti-privatization affinity group to work with the MLK Coalition in exposing the bipartisan corruption and fraud that is behind the corporate steamroller that has taken the Park. I don't care if we only have a handful of activists come forward since, ideally, those will be greens who aren't dabbling superficially in many campaigns, and who can really focus on Golden Gate Park. SFGP members are entitled to know fully what is at stake in the Park. I realize there have already been emotional appeals made before the general membership, but I haven't proposed or made any presentations before the general membership since the request for the SFGP endorsement of the litigation which was approved last spring. Now, I want to ask for your and the Party's support for more grass-roots participation in this campaign. Rather than having a series of endless meetings that result in no direct action, I believe we could have a single affinity team that meets on the 1st Friday and the 3rd Saturday in the Sunset, at the Canvass Cafe or some other convenient location, to provide support to the Inner Sunset merchants and residents. Friday April 1 at 6 PM, Saturday April 16 at High noon. WE could guarantee at least one direct action for each meeting, to keep things rolling and inspiring. Hello- Assemblyman Leno's bill (AB 799) to allow San Francisco voters to restore our local Vehicle License Fee (VLF) to 2% of vehicle value has been reintroduced this year. Reinstating our local VLF to 2% would generate approximately $61 million for San Francisco's General Fund and help avoid future cuts to General Fund funding for local programs and services (including sustainable transportation and environmental programs). Please join Transportation for a Livable City in supporting this important legislation by taking the following three actions: 1) Write an organizational letter of support. A generic support letter that you can modify is attached. TLC's letter of support from last year is also attached. 2) Ask your members to send an e-mail, fax, or letter of support. Sample language on the "Background" and "Benefits" of this bill is below for you to cut-and-paste into e-mail, web, and newsletter communications with your members. E-mails should be sent to mailto:robert.tashima@asm.ca.gov. Faxes should be sent to (916) 319-2113. Let me know if you have any questions or would like more info. -Jeremy ============================ BACKGROUND ON AB 799 Assemblyman Leno's bill (AB 799) to allow San Francisco voters to restore our local Vehicle License Fee (VLF) to 2% of vehicle value has been reintroduced this year. The VLF had been set at 2% for the past 50 years prior to being rolled back to 0.66% at the State level. Reinstating our local VLF to 2% would generate approximately $61 million for San Francisco's General Fund. (Approximately two-thirds of San Francisco's $90 million budget deficit last year could have been avoided if the VLF had not been slashed to 0.66%). This bill was introduced by Assemblyman Leno last year but failed by one vote in committee. Please support this important bill to help San Francisco avoid additional cuts to General Fund funding for local programs and services! BENEFITS OF AB 799 1) Local Control: Letting San Franciscans decide for ourselves whether we want to tax our own vehicles to pay for local programs and services is appropriate, especially at a time when State and Federal funding to San Francisco has been significantly reduced. We should have the option to vote to restore the VLF in order to preserve critical services and programs that help us maintain our social safety net and our quality of life. 2) Good Fiscal Policy: Many of the financial costs associated with operation of vehicles in urban areas (including street maintenance, law enforcement, and public health impacts) fall on local governments to pay for out of general funds. Its good fiscal policy to ask drivers to pay for services and programs that mitigate the impacts caused by excessive vehicle travel. 3) Good Transportation Policy: While the VLF revenue isn't dedicated to transportation purposes, the revenue would benefit the Municipal Transportation Agency (Muni and DPT) indirectly since the MTA gets a fixed percentage of San Francisco's General Fund base. Dear Senator Speier: It is amazing to me that you are sponsoring a bill that would permit disabled individuals to park on sidewalks. The Mayor's Office on Disability here in San Francisco has a short video of a seeing-impaired man walking down a sidewalk with a white cain. The man demonstrates for us the dangers of vehicles parked on sidewalks for those who are blind -- even when they are using cains. The man explains that his cain sweeps under the bumper of the car, not detecting an obstacle at all, and then he proceeds to walk into the car. He says he has had to have his knee drained several times because of injuries sustained from walking into cars. It seems to me that such a bill would be a blatant violation of the ADA, as well. If disabled people need cars and need to park near their homes, then surely some means can be devised whereby there are on-street handicapped parking spaces. I'd also like to discuss Arlene Ackerman's efforts to get free parking for teachers. I believe we should be encouraging her to work with the MTA to implement an unlimited access pass program in the schools to encourage teachers to use transit. I've been a teacher in teh Bay Area since 1994 and have always used public transportation. I'd like to get consensus on a letter to send to Ackerman and the school board. Due to the long delay between meetings because of moving our meeting date, Sue and I decided to call a special meeting on the 5th Tuesday this month (March 29) to discuss this issue and any other business we didn't get to last month. Let me know if that date won't work for you. I'll post an agenda as the date gets closer: I'd also like to have a more full discussion of the concept of leased street parking, and we could also discuss ANSWER if Jerry is interested.
